United Nations (JTA) — A
Palestinian call for U.N. Securi-
ty Council measures against Is-
rael is unlikely to lead to any
action, according to Israeli diplo-
mats here.
The Palestine Liberation Or-
ganization circulated a letter ask-
ing the Security Council to "take
quick and concrete action to bring
an effective end to all settlement
activities by Israel" in the ad-
ministered territories.
The letter, addressed to Sec-
retary-General Boutros Boutros-
Ghali, was signed by Nasser
al-Kidwa, the PLO's observer
here.
Mr. Kidwa did not formally re-
quest a Security Council meet-
ing.
Israeli Foreign Minister Shi-
mon Peres told diplomats here
that current activities in the set-
tlements is not a matter to be ne-
gotiated between Israel and the
PLO.
Mr. Peres addressed ambas-
sadors and representatives from
24 countries, as well as eight un-
dersecretary-generals. The group
included all 15 members of the
Security Council, six Arab am-
bassadors and Mr. Kidwa.
Mr. Peres explained that Israel
is sticking to its policy of not
building new settlements, not
confiscating land for settlements
and not building apartments in
existing settlements with gov-
ernment funds.
He added that construction in
Jerusalem would continue.

Jewish Leader
Is Abducted

New York (JTA) — The leader of
El Salvador's Jewish communi-
ty has been kidnapped in the cap-
ital city of San Salvador, El
Salvadoran police officials said.
Jean-Claude Kahn, 51, a busi-
nessman of French descent, was
abducted from his Mercedes-
Benz by six armed men near a
private university in downtown
San Salvador, police said.
Mr. Kahn owns a textile ware-
house in the capital.
It remains unclear whether the
kidnapping was financially mo-
tivated or occurred because Mr.
Kahn is prominent in-the Jewish
community.
A Lebanese community exists
in San Salvador, raising specu-
lation that the kidnapping was
directed against the Jewish com-
munity there, said Elan Stein-
berg, executive director of the
World Jewish Congress.
About 30 Jewish families live
in El Salvador.
The community had some 120
families before the Salvadoran
civil war of the late 1970s.
