Aviv University researcher on

Nearly all of Islamic Jihad's
following is in Gaza, Mr. Paz said,
concentrated at Islamic Univer-
sity and in the Sadjea neighbor-
hood of Gaza City, where Anwar
Sukar lived. In public opinion
polls of Palestinians throughout
the West Bank and Gaza, Islam-
ic Jihad wins only 1. to 3 percent
support, said Professor Merari.
The organization is split into
about a half-dozen factions. The
strongest by far is the one that
claimed responsibility for the Ne-
tanya attack, the faction com-
manded by Dr. Fathi Shkaki in
Damascus.
Dr. Shkaki operates with Syr-
ian President Hafez al-Assad's
full assent and receives some as-
sistance from Iran, said Profes-
sor Merari.
In 1979, the Egyptians jailed
him for three months for writing
articles praising Ayatollah
Khomeini's Islamic revolution in
Iran. The following year, he left
Egypt, worked briefly in an East
Jerusalem hospital, then opened
his own clinic in the Gaza Strip.
In 1980, he started the Islamic
Vanguard organization in Gaza,
later changing its name to Is-
lamic Jihad.

Islamic Jihad enjoys
a fraction of Hamas'
support.

It is not known if Dr. Shkaki
directs each of the attacks that
emanate from Gaza. At the very
least, Mr. Paz said, he has giv-
en "standing orders" for them.
On Radio Monte Carlo, Dr.
Shkaki said the Netanya attack
was aimed at Israeli settlements
and at "Jewish Jerusalem." Oth-
er statements by Islamic Jihad
said the suicide bombs were
meant to avenge the recent
killing of three Palestinian po-
licemen in Gaza during a
shootout with the Israeli army,
and the killing in Gaza late last
year of Islamic Jihad activist
Hani Abed.
In Gaza, many hundreds of Is-
lamic Jihad supporters gathered
under a mourning tent near the
Sukar family's home, burning Is-
raeli flags and chanting, "Death
to Israel, death to America."
Abdallah Shami, spokesman
for Islamic Jihad in Gaza, said
the attack had given the organi-
zation more "credibility" among
the Palestinians. Most ominous
of all, Islamic Jihad noted that
the suicide bombing came on the
eve of the holy Muslim month of
Ramadan. One statement said it
was "the first in a chain of attacks
that our heroes will execute." ❑
