officials of the Department of
Housing and Urban Develop-
ment, under siege by the new Re-
publican budget bashers,
reversed course and indicated
that they were investigating con-
tracts between local housing
agencies that use HUD funds and
security firms affiliated with
Louis Farrakhan's Nation of Is-
lam.
The decision by Housing Sec-
retary Henry Cisneros came af-
ter a sternly worded letter from
the Senate majority leader,
Robert Dole (R-Kan.), demand-
ing information on the contracts.
The senator was backed by the
Anti-Defamation League and the
American Jewish Congress,
which have pointed out that the
black nationalist group may have
violated federal equal opportuni-
ties laws.
At issue are Nation of Islam
contracts in Baltimore, Chicago
and Los Angeles. Collectively,
they total about $9 million in gov-
ernment money annually.
"We hear there is a very active
investigation under way," said
Mark Pelavin, Washington rep-
resentative for the American
Jewish Congress, which flooded
HUD offices with more than
4,000 postcards requesting an of-
ficial investigation. "We're very
pleased that we seem to have
spurred them into action."
The investigation represents
a break with the agency's earlier
position that the contracts are let
by local housing authorities and
therefore not subject to approval
by Washington.
Hate Statistics
Redux
The new Congress may soon get
a chance to revisit the old issue
of hate crimes.
The Hate Crimes Statistics
Act, passed after an all-out effort
by several Jewish groups in 1990,
is about to expire. And although
its functions have been internal-
ized by the nation's primary law
enforcement agencies, Jewish
groups in Washington are start-
ing to line up support for the mea-
sure's official renewal.
The Anti-Defamation League,
which played a major role in the
passage of the original legislation,
already is meeting with key con-
gressional leaders, including the
chairman of the House Judicia-
ry Committee, Rep. Henry Hyde
(R-111.).
`Me FBI has now integrated
the process of collecting this data
into their normal processes," said
Jess Hordes, ADL's Washington
director. "That's a positive devel-
opment. But it's also vital to have
this law on the books, because it's
a strong affirmation from Con-
gress that comprehensive data is
an important element in our ef-
fort to fight hate crimes." Li
