Israel was chosen for the study mission because of Mr. Halprin's familiarity with the nation, peo- ple's willingness to go there and because "Israel had lessons to teach." As an education official in America, Dr. Cotman is well aware of the wall of separation that exists between church and state. In Israel, such a dichotomy does not exist. "People don't mind using pub- lic shekels to support non-pub- lic schools because they know the outcome is to everyone's benefit. I'm not endorsing co-mingling public resources for private schools. I just think it's indicative of the Israelis' commitment to use every possible resource to help their young people." Dr. Cotman expressed some concern over an observation he made during the mission. Israeli educators, he said, rely heavily on educational innova- tions from America. "All the ed- ucators studied in the United States. Their reliance on Amer- ican educational experiences makes Israeli education vulner- able to the political winds that direct education in America. They need to be careful they don't make the mistakes we made by moving away from the notion that every child can learn." ❑ A Sweet Taste For Murder Mystery 1995 ACURA LEGEND L SEDAN Luxury Lease - 24 Months $1999 $399* „, '°. He participated in the mis- sion for both personal and professional reasons. He cited his desire to learn how education thrives in a nation with such diverse populations, in- cluding olim from the former So- viet Union and Ethiopia. An interest in seeing how education fits into Israeli society, a quick- ly emerging industrial nation, also played a key role in his mo- tivation for attending. "Israel is a case study of a na- tion in flux," he said. "The poten- tial threat of destruction creates a different character." What impressed Dr. Cotman most about Israeli education was what he described as "the over- whelming commitment by the government to fully utilize the talents of every young person. "At every school we visited, we saw a fierce commitment to fully develop the young people and plug them into the economy or go to college. Nowhere did I see a willingness to write off kids like this country (the United States) is willing to do." The purpose behind the mis- sion to Israel was to give policy makers a flavor of how the coun- try looks at its youth. 'The purpose was not so much to take what Israel does and bring it back.
