belonged to them.
Efrat's local council, led by
Mayor Yinon Ahiman, unani-

ment's decision to change sites.
Mr. Ahiman later accused oth-
er settlement leaders as well as
the left-wing in Israel and the
Palestinian leadership of delib-
erately seeking an all-out con-
frontation with the government
over the Givat Hatamar site.
Mr. Ahiman said the govern-
ment's decision was based on a
compromise worked out between
himself and the director-general
of the prime minister's office, Shi-

The sensitivity of the issue was
further highlighted when leftist
Israelis got into a shoving match
with settlers who were trying to
block their protest near the new
Efrat construction site.
The dovish protesters were
sympathetic to the demands of
local Palestinians, who charge
that plans to expand the settle-
ment are a clear violation of the
Palestinian self-rule accord.
Several people received bruis-
es during the confrontation,
which did not escalate into more
serious violence.
Local Palestinians began
protesting the construction near
Efrat in late December.
