took the challenge as a personal
affront. The upshot of the clash
was a sense of growing disarray -`
in the Labor Party, with the
prime minister at the mercy of
random renegades.
Little wonder, then, that late
last week, when the Time news
service released a secret poll sup-
posedly ordered by the Rabin
camp showing that if elections
were held now, Labor would be
trounced by the Likud (losing 17 c'
Knesset seats while the Likud
gained 15), Mr. Rabin's denial of
the poll seemed barely relevant.
For even if the report was a ca-
nard, two other polls released last
week showed Labor and Mr. Ra-
bin on the slide.
Finally, over the weekend, Is-
rael Radio stirred the pot further
by reporting the claim made in a
memoir published by Mahmoud
Abbas (a.k.a. Abu Mazen, the key

gotiations) that in contacts prior
to the 1992 election, Mr. Rabin
(through now Health Minister
Efraim Sneh) encouraged the
PLO (through Nablus activist
Sa'id Kenan) to refrain from con-
ceding anything that would in-
spire a landslide for the Likud.
Everyone vehemently denied
the report. But the flap was a
boon for Likud, which immedi-
ately called for a state commis-
sion of inquiry into the claims.
Oddly enough, the revelations
were not new. They had been
published in Ha'aretz last Octo-
ber and caused barely a ripple.
The reason for the uproar now,
observers say, is due to Mr. Ra-
bin's new vulnerability.
And so even if the scandal sub-
sides quickly, the damage already
has been done. Mr. Rabin has
been bloodied in the past month,
at times by self-inflicted wounds.
His Teflon quality has eroded;
his policies run from obscure to
contradictory; and his decision-
making sometimes smacks of im-
pulse.
"He talks too much," diagnosed
Ha'aretz columnist Marcus, "he
celebrates too much ... and he is
too alone." In short, he has "too
much concentrated in his hands"
and "is radiating not just ex-
haustion but confusion and weak-
ness." And this is just at midterm.
President Bill Clinton might find
plenty to sympathize with. The
prime minister still has almost
two more years to go.l_ I
