Just because a former lobbyist
for AIPAC will be working for Mr.
Gingrich, Mr. Pelavin said, "We
cannot expect the speaker to
change his view on a school
prayer amendment, the same
way we can't be expected to
change ours."
Mr. Gingrich has vowed to
push for a school prayer amend-
ment in the 104th Congress,
which begins work Jan. 4.
Jewish groups in Washington
have begun to prepare for an all-
out battle with Mr. Gingrich and
the Republican leadership on a
wide range of issues including
school prayer, welfare reform and
a balanced budget amendment.
Mr. Christenson refused to ad-
dress domestic issues of concern
to the Jewish community, saying
only that his new position is "to
promote Gingrich's agenda."
For their part, AIPAC officials
stressed that Mr. Christenson is
departing on good terms and that
this is a career decision.
"Arne has given two years of
outstanding service to AIPAC
and the pro-Israel community
and we wish him well in his new
position," Neal Sher, AIPAC's ex-
ecutive director said.
According to many observers,
Mr. Christenson came to AIPAC
to bolster the organization's Re-

publican ties. While his depar-
ture will presumably give the
lobby a significant entree into the
new speaker's office, it also leaves
a potentially large gap in AIPAC's
legislative department at a time
when AIPAC needs to foster its
ties with the new Republican-con-
trolled Congress.
Only last week, AIPAC an-
nounced a major reorganization
effort including layoffs of 18 staff
members and budget cuts aimed
at trimming over $1 million.
Under the reorganization,
AIPAC planned to hire a new lob-
byist, in addition to Mr. Chris-
tenson and Ester Kurz, the
director of policy and strategy
who recently returned to full-time
work.
Mr. Christenson's decision to
leave hastened the announce-
ment of the new organization's
new lobbyist, Brad Gordon.
Mr. Gordon will replace Chris-
tenson as AIPAC's legislative di-
rector.
Mr. Gordon comes to AIPAC
from the House Subcommittee on
International Operations, where
he worked as a staff director, the
most senior committee position.
AIPAC officials said the lob-
by will now begin looking for an-
other lobbyist to bring the total
full-time staff in their legislative
department to eight.

pointed by the Clinton adminis-
tration to become the next U.S.
ambassador to Israel, a position
which has been vacant since Ed-
ward Djerejian resigned earlier
this year.
Dennis Ross, the administra-
tion's special Middle East coor-
dinator, belittled the statement,
according to many who attended
session.
"One wonders since these facts
are so erroneous what else they
are saying," Mr. Ross reported-
ly said.
Responding to the officials'
charges, Frank Gaffney, director
of the center, said, "The idea that
it is hysterical is cheap and de-
means very thoughtful and yet
unanswered questions."
Mr. Gaffney admitted, howev-
er, that his prediction that the fo-
rum would address U.S. troops
on the Golan "was nothing more
than speculation."
The meeting marked the fifth
time Jewish and Arab leaders
gathered at the White House for
briefings and peace process cer-
emonies since Israel and the
Palestine Liberation Organiza-
tion signed the Declaration of
Principles on the White House
lawn in September 1993.

U.S. Officials Call
For Plan In Golan

Washington (JTA)— Clinton ad-
ministration officials used a fo-
rum with Jewish and Arab
leaders this week to criticize op-
ponents of stationing U.S. troops
on the Golan Heights for leading
a campaign of "distortion" and
"hysteria."
A widely circulated statement
by the Center for Security Policy
had predicted that Secretary of
State Warren Christopher would
use the meeting with over 100
Jewish and Arab American lead-
ers to announce plans to commit
U.S. peacekeeping troops to the
Golan.
The center has been an out-
spoken opponent of sending U.S.
forces to the Golan in the event
of a Syria-Israel peace deal.
However, Mr. Christopher did
not attend the briefing and no an-
nouncement regarding U.S.
forces was planned, administra-
tion officials said.
"This kind of hysteria is total-
ly unfounded and I wonder what
is really motivating it," Martin
Indyk, National Security Coun-
cil adviser on the Middle East, re-
portedly asked at the closed-door
session as he held up a copy of the
center's statement.
