Deputy Foreign Minister Yos-

saying that negotiations over new

Jewish settlements —
should begin now. "-It will be eas-
ier," he said, to achieve peace
when the Israelis and Palestini-
ans are separated once and for
all. Decision-makers seemed to
agree on one point: It is too dan-
gerous to proceed with the peace
process according to plan.
The rise in terror has over-
_ shadowed the government's
domestic achievements. Unem-
ployment has dropped from more
than 11 percent to less than 8
percent; new highways are being
built across the country; public
schools are much improved; and

Israel's worst
headache is the
peace process.
the economy is growing rapidly,
Knesset coalition whip Eli Dayan
noted. "But despite all these
achievements at the macro level,
there's a negative feeling at the
Micro [individual] level," he said.
Eli Chechik, a longtime Labor
supporter from Herzliya, offered
this explanation: "When a bus in
Tel Aviv is blown up or a soldier
gets axed to death, how can you
think about highway inter-
changes or educational projects?"
In the public's view, the out-
standing detail of Israel's do-
p-iestic picture still seems to be
tyre runaway price of housing.
Asked how he judged the gov-
ernment's economic performance,
Chaim Cohen, 27, a recently-
married prison guard from Ra-
mat Gan, said everything seemed
to be about like before, no better,
except for housing costs, which
were much worse. "My wife and
I both work, but I don't see us
e, :-Ter being able to buy an apart-
ment," he said.
In such hard times, bad blood
has increased between Labor
politicians, and scapegoats are
being sought. The rumor was
that Mr. Rabin was getting ready
to sack Finance Minister Avra-
ham Shochat, Housing Minister
Binyamin Ben-Eliezer and
maybe others. Knesset Member
L'aggai Merom accused Mr. Ra-
bin's chief of staff, Shimon
Sheves, of starting the rumors
about the firings. Mr. Rabin told
Mr. Merom that he wouldn't be
in the Knesset much longer.
Knesset Member Avraham Burg,
a close ally of Mr. Merom's,
warned Mr. Rabin that he was
driving dissatisfied Laborites out
of the party and called them to
dLr emergency meeting — with
media invited — to air their •
grievances.
