fornia suggested that a majority
of those who voted for Proposition
187 did not believe that it would
curb the influx of illegal immi-
grants. Instead, they saw the vote
as a way of expressing their
anger over a host of issues.
But that kind of generalized
outburst does not solve the prob-
lems that triggered it. And when
political leaders exploit that
anger for their own gain, they in-
crease the chances that it will
spread like a virulent disease.
When this lashing out against
illegal immigrants — and against
their children, innocent victims
no matter what one thinks about
America's immigration system
—is legitimized, the protections

Prop. 187.

that have been painstakingly
erected over the past half-
century to protect all religious,
racial and ethnic minorities are
. degraded.
The same generalized fury
that produced Proposition 187
will shape the agenda of the
' 104th Congress, which seems de-
termined to gut our welfare sys-
tem, not to craft badly needed
reforms. The new leaders in Con-
gress already have announced
plans to slash services to legal im-
migrants — and the always-frag-
ile social safety net will be an
early victim of the same nasty
mood.
Nobody in Washington seri-
ously expects these steps will
stanch the flow of red ink. In-
stead, they are part of a diver-
sionary strategy that tries to
channel the public's anger toward
targets of convenience and away
from the politically unpalatable
decisions that we need to make
if we hope to genuinely solve our
myriad problems.
The public's fury and the cyn-
icism of the politicians are com-
ing together to produce an
explosive, highly anti-democratic
mix that will not stop at Cali-
, fornia's borders. Those who voted
for Proposition 187 — including
7) the 45 percent of Jewish voters
who apparently were just as en-
raged as non-Jews — have legit-
imate concerns, as do taxpayers
who are tired of welfare programs
that perpetuate a destructive
lifestyle of dependence. And as
do Americans who are fed up
with government gridlock.
But when those concerns take
the form of politically acceptable
scapegoating through voter
initiatives, congressional cam-
paigns, or the decision-making
