al for American troops is un-
veiled. Mr. Rabin extracted a
similar commitment from in-
coming House Speaker Newt
Gingrich, R-Ga.
"Singlehandedly, the prime
minister altered the politics of the
peace-monitoring issue," said a
pro-Israel activist. "But a lot still
depends on what the situation
looks like when the idea is final-
ly proposed. And judging by the
slow pace of the Syrian-Israeli
talks, that day may still be a long
way off."

portant leadership posts. And
pro-Israel forces are keenly
watching that process.
One likely appointment could

legislation that comes before Con-
gress. This is especially true in
the foreign aid debate, where a
restrictive rule that limits amend-
ments has worked to the advan-
tage of pro-Israel forces in recent
years.
Mr. Solomon, who has not sup-
ported the overall foreign aid pro-
gram, reportedly wants a rule
that could make it easier for op-
ponents of aid to attach limiting
,
amendments, or to eliminate Is-
rael's usual protection from

— And with Congress beginning a
frenzy of budget cutting, that
could spell trouble for pro-Israel

forcesin the next few months.
