The Russians are working, even
if beneath their capabilities. And
most of the immigrants who lived
in the hated mobile home parks
have moved into rented apart-
ments.
On the whole, Israelis' eco-
nomic lives are getting better and
better. And if inflation is running
at 14.5 percent, it is mainly be-
cause the economy is growing so
fast. Despite the voices of dis-
content, Arie Ruttenberg, who
ran Labor's media campaign in
1992, believes that when Israelis
vote in two years, most will pre-
fer the status quo to another up-
heaval, and return Mr. Rabin to
power.
"If this government loses," he
said, "it will lose only because of
the Russians." Unlike the present
mood in the United States, im-
migrants and the poor swing a lot
of political weight here. They also
get considerable sympathy from
the general population. Mr. Ra-
bin will have to take them into
account, and make an effort to
win back their support.
But we should not forget a cm-
cial difference between Israel and
the United States: Most of the
needy here are Jews, like every-
one else. An advantage of a ho-
mogeneous, close-knit society is
that politicians have to try — or
at least say they're trying — to
take care of those who need help.
So far, the politics of callousness
is still unheard of in this country.

One of the most striking signs
that Mr. Rabin was headed for
victory in the last election was
the tumultuous welcome he re-
ceived at a rally in Tel Aviv's
Hatikva Quarter — Israel's
largest and best-known poor ur-
ban neighborhood and, previ-
ously, a Likud stronghold.
Shlomo Maslawi, Hatikva's lead-
ing activist and now a prominent
Tel Aviv city councilman, said, "I
talk to so many people these days
who voted for Rabin and who now
call themselves 'victims of Rabin.'
I'm one myself.
"The Labor Party raised the
flag of social progress, and now
we expect them to deliver," Mr.
Maslawi continued. "But it's not
only that Labor didn't keep its
promises. It's that things down
here are getting worse."
He cited the galloping prices of
apartments and of mortgage
rates, and recent statistics show-
ing that the number of Israelis
living below the poverty line —
now 648,000 — had increased by
more than 5 percent in the past
year.
For all the grievances of the
poor, though, the government has
done some things on their behalf:

school hours, especially in devel-
opment towns, have been added;
unemployment has gone down
