Neuberger said. "There are gov-
ernments behind these people
that have to be dealt with."
Mr. Neuberger urged the Unit-
ed States to take a tougher stand
against governments that di-
rectly support terrorism — and
against friendly nations that pro-
vide indirect economic support.
"Terrorist countries shouldn't
benefit from world trade and
loans," he said. "That gives them
rewards for bad behavior."
He was satisfied with Ameri-
can assistance in the hunt for the
Buenos Aires bombers, but frus-
trated with the slow pace of the
investigation.
"There has been very little
progress," he said, "and this cre-
ates concern for the future be-
cause impunity invites
repetition."

Outreach

he Israeli Embassy in
Washington is continuing
its expansion of outreach
to diverse groups of Amer-

fredo Neuberger is worried
that many American Jews
and public officials already
have forgotten the bomb blast
that destroyed the Buenos Aires
Jewish community building in
July.
Mr. Neuberger, a top Jewish
leader in Buenos Aires, was in
Washington last week, trying to
keep members of Congress and
administration officials focused
on the search for the bombers,
and on the need for more active
measures by Washington to com-
bat the kind of state-sponsored
terrorism that most observers be-
lieve was behind the Argentina
