came the agreed venue for the
conference partly to discourage
Israeli Jews from coming "at this

Casablanca conference," he said.
Whatever backing the Israeli
Arab businessmen receive from
the PA, or possibly from Israel,
will be nothing compared to the
backing the U.S. is willing to give
its citizens.
Fuad Suleiman, CEO of
Sanad Support Technologies in
Maryland, whose grandfather
left Jerusalem for the United
States in 1912, said "our gov-
ernment has put aside $175 mil-
lion to let the U.S. private sector
help the Palestinian private sec-
tor. It gives us guarantees
against political risk."
The biggest problem remains
the PLO's failure to provide
enough accountability to satis
donors. But Mr. Suleiman is sure
the Palestinians could manage
their own economic affairs.
"The largest bank in the Arab
world, the Arab Bank, is Pales-
tinian owned," he said. "The two
biggest auditing firms, Saba in
Lebanon and Talal Abu Ghaza-
leh in Jordan, are Palestinian." ❑
