a bloodbath in last week's
midterm congressional
elections, and that's exact-
ly what voters dished out to De-
mocrats across the country. The
strong anti-incumbent, anti-De-
mocratic surge gave Republicans
control of both houses of Congress
for the first time in four decades.
In the process, voters swept aside
a number of Jewish legislators —
and dramatically altered the po-
litical environment for Jewish
groups active in the domestic are-
na, and for Israel's supporters on
Capitol Hill.
Maryland stood apart from the
national anti-Washington trend:
All of the state's congressional in-
cumbents won by substantial
margins.
Although the final tally was
not available at press time, it was
clear that the Jewish delegation

have to dig in and find ways to
protect those policies that have

"We've seen a surprising de-
feat of Jewish members," said
Rabbi David Saperstein, director
of the Religious Action Center of
Reform Judaism. "And since
there were few Jews running this
year as challengers, there's a
clear net loss."
The change in control of both
House and Senate will have far-
reaching consequences for Jew-
ish and pro-Israel groups. "It
means that the domestic policies
that are very important to our
community will be seriously
threatened," said Steven Gutow,
executive director of the Nation-
al Jewish Democratic Council.
The change in Congress means
that the Jewish community will

Orrin Hatch, R-Utah, will prob-
ably chair the two Judiciary com-
mittees. Both have clashed with
Jewish groups on key church-
state questions.
Jewish Republicans were pre-
dictably jubilant over the new
Congress. "This will make Con-
gress a more efficient body," said I
Matthew Brooks, executive di-
rector of the National Jewish
Coalition, a GOP group. "It will
force a bipartisan approach that
has not existed in this adminis-
tration and will force greater fis-
cal responsibility.. There will be
progress on issues like term lim-
its, welfare reform and cutting
taxes."
Pro-Israel groups, led by Amer-
ican Israel Public Affairs Com-
mittee (AIPAC), have already
developed relationships with
most of the congressional new-
comers, said AIPAC president
Steve Grossman. As a result, he
said, the pro-Israel network on
Capitol Hill will not be impaired
by the wholesale house cleaning.
The Republican's Senate
takeover will also end the reigns
of Appropriations Committee
Chair Sen. Robert Byrd, D-W.V.,
and Foreign Operations Com-
mittee chair Sen. Patrick Leahy,
D-Vt. Both legislators have
