Zhirinovsky is visiting sev-
eral American cities this
week. But he isn't experi-
encing the warmth of American
hospitality, thanks in large mea-
sure to Jewish activists around
the country.
Jewish organizations failed in
their recent attempts to convince
the State Department to deny
Zhirinovsky a visa.
But they succeeded in con-
vincing several institutions not
to offer him a platform for his
racist views. And they have been
successful in ensuring that the
administration keeps its distance
from the ultra-nationalist leader.
Rep. Tom Lantos, D-Calif, and
Rep. Charles Schumer, D-N.Y.,
wrote strongly worded letters to
the administration warning
against any meetings with the
Russian extremist.
Mr. Lantos called the decision
to give mr. Zhirinovsky a visa "id-
iotic."

"We have a strong tradition of
free speech in the United States,"
Mr. Lantos aid. "But that does
not apply to fascists and racist
nationalists like Zhirinovsky."
Mr. Schumer worried that any
meetings with government offi-
cials might "provide him a plat-
form, lending credence to his
bizarre and twisted agenda."
State Department officials took
that warning seriously and inch-
cated that there would be no
meetings — official or unofficial
— with the Russian leader.
At the same time, the Russian
embassy in Washington took a
distinctly hands-off attitude to-
wards the visit. Early this week,
Russian officials insisted that
they didn't even know where Mr.
Zhirinovsky was.
But the Jewish Community
Relations Council of San Fran-
cisco was anything but hands off;
the group, along with the Bay
Area Council for Jewish Rescue
and Renewal, was responsible for
a major demonstration on Mon-
day outside the hotel where Mr.
Zhirinovsky was speaking to the
World Affairs Council.
"The World Affairs Council
speech was his only known pub-
lic appearance," said Rabbi Doug
Kahn, the JCRC's executive di-
rector. "So we felt a strong re-
sponsibility to make it clear that
his message is repugnant to our
entire community."
The demonstration included a
large number of recent Russian
emigres now living in the San
Francisco area.

Workplace Guidelines
Opened New Wounds

he Equal Employment Op-
portunity Commission has
started the process of heal-
ing some of the wounds
opened by the recent uproar over
proposed guidelines dealing with
religious harassment in the
workplace.
Last week, incoming EEOC
chair Gil Casselas met with a
group of religious activists. One
of his goals, according to sever-
al participants, was to assure the
religious community that the
civil rights agency is not backing
down from its responsibility to
enforce existing laws against
religious discrimination on the
job.
The new guidelines extended
the definition of workplace ha-
rassment to include religious ha-
rassment,
