narily difficult job selling to Con-
gress and the public the
programs that Middle East lead-
ers now expect.
The urgent American push for
progress on the Syrian front also
could compromise this country's
battle against state-sponsored
terrorism now hoping to derail
the Mideast negotiations, said
Tom Neumann, executive direc-
tor of the Jewish Institute for Na-
tional Security Affairs.
"You can't just turn around
and tell people that Assad is a
man of his word," said Mr. Neu-
mann. "You can't say there are
no consequences to rehabilitat-
ing him. The legitimization of As-.
sad is not reversible — and this
could seriously hobble our efforts
to fight terrorism."
But others welcome America's
growing involvement in the Mid-
. dle East, however mixed may be
its motives.
"For political and diplomatic
reasons, said Jess Hordes, the
Anti-Defamation League's Wash-
ington director, 'the administra-
tion has determined that it has
been most successful in the
region by pursuing a facilitating
approach to the negotiations
rather than a dictating approach.
It's very solicitous of Israel's po-
sition, and I don't see that chang-
ing."
Supporters of a strong Amer-
ican role argue that the window
of opportunity for a deal with Syr-
ia is narrowing — and that only
a more forceful American medi-
ating presence will advance the
talks.
"Politics may have created
inflated expectations about
Clinton's trip to Syria," said Gary
Rubin, executive director of
Americans for Peace Now.
"We've known all along that the
Syria track will not move forward
in leaps and bounds. But a key
element in the steady improve-
ment that we expect will be a
strong, steady American in-
volvement."
At least for now, suggested Mr.
Rubin, the administration's new-
found emphasis on foreign policy
— and Israel's hopes for Ameri-
can mediation in its troubled
talks with Syria — are perfectly
in sync. El
