They also agreed not to allow other na- tions to deploy within their bor- ders to threaten or attack the other country. The two countries also agreed to take all necessary and effective measures to counter terrorism. • Refugees: Israel agreed to consult with Jordan before it ne- gotiates the fate of refugees from the 1948 War of Independence, an issue Israel is scheduled to dis- cuss in the final-status talks with the Palestinians. Those talks are scheduled to begin by May 1996. • Normalization: Israel and Jordan will establish full diplo- matic and consular relations. They will appoint ambassadors to the other country within one month after the treaty is ratified by their respective parliaments. The normalization of ties will also include economic and cultural links. • Jerusalem: In keeping with the Washington Declaration signed by Israel and Jordan in July, Israel will honor the Hashemite Kingdom's historic role as guardian over Muslim holy sites in Jerusalem. Israel will give Jordanian stewardship over these sites high priority dur- ing the permanent-status talks with the Palestinians. • Cooperation: The two sides reaffirmed their intent to advance economic cooperation within the framework of overall regional eco- nomic cooperation. • Travel: Each side will grant citizens of the other country free movement on its roads and will not place any limitations on free travel between the two countries. Rabin Dedicates New Opera House Tel Aviv (JTA) — Prime Minis- ter Yitzhak Rabin was among the featured speakers at the inau- guration of Tel Aviv's new $50 million opera house. During his remarks, Mr. Ra- bin called for a moment of silence to remember the victims of the suicide bus bombing in Tel Aviv that left 23 dead and more than 40 wounded. Praising Tel Avivians for their restraint and courage in the face of tragedy, Mr. Rabin said it was "in this spirit that we inaugurate the opera house today, not for- getting the past, but looking for- ward toward the future."
