groups. During the same time
period, Israelis killed 38 Pales-
tinians. Twenty-nine of these
deaths occurred as a result of
the Hebron massacre last Feb-
ruary.
Criticizing Israel, Mr. Polisar
said Prime Minister Yitzhak Ra-
bin's government has done too
little to curb settler violence. Is-
raeli settlers who live in the West
Bank have purported to avenge
Israeli deaths with vandalism
and beatings of Arabs. Peace
Watch claims these instances
were not treated with appropri-
ate seriousness.
"The situation, however, has
improved over the last several
months through stronger gov-
ernment action," said Mr. Polis-
ar, adding, "We've criticized
Israel several times, publicly.
The Israeli government takes
it in stride. Our general experi-
ence is that they accept our
criticism and in some cases
have sought to change their be-
havior."
Peace Watch publishes
newsletters and thick reports
documenting progress and set-
backs in the peace process. Mr.
Polisar hopes his group will fo-
cus efforts toward implementa-
tion of the accords.
"It's binding," he said. "Let's
make it work." ❑

Schools Honor
Alice Herman

The Detroit Public Schools will
this week present its Barbara
Oft-Smith Lifetime Achieve-
ment Award to Alice Herman,
foreign-language supervisor for
the schools.
A native of Czechoslovakia,
Ms. Herman came to the Unit-
ed States in 1946. She began
teaching in Detroit in 1951 at
Thomas Elementary School,
where she worked as homeroom
teacher, then began serving
as Spanish instructor at
Newton School. She later taught
French, English and Spanish at
Finney High and in 1986 was
named supervisor of foreign lan-
guages for the Detroit Public
Schools.
Among Ms. Herman's projects
was
creating instructional book-
,
lets for a year-long advanced
Spanish class. The booklets in-
clude history, geography, poet-
ry and literature, complete with
vocabulary and comprehension
exercises for each phase of the
course.
She also was responsible
for Foreign Language Week,
two-week summer immersion
camps for French and Spanish-
1 speaking students, city-wide lan-
guage fairs and elementary
foreign-language clubs.
