`The proposal promises a rate
reduction which is only an aver-
age," said Richard Kepes, a
Southfield attorney, who repre-
sents victims of negligence. "It
does not guarantee a rate reduc-
tion after six months. The insur-
ance companies can then petition
to increase their rates provided
they can show they are not

Also on the Nov. 8 ballot is Pro-
posal B: A cone -44onal amend-
ment that wound restrict a
criminal defendant who pleads
guilty or no contest from appeal-
ing the conviction without the
courts' permission. Currently,
someone who pleads guilty or no
contest has an automatic right to
appeal.
The fourth measure, Proposal
P, would establish a Michigan
State Parks Endowment fund,
increase the maximum allowable
amount of funds in the Michigan
Natural Resources Trust Fund ,
and eliminate the diversion of
dedicated revenue from the
Michigan Natural Resources
Trust Fund.

others, including gubernatorial
candidates Gov. John Engler and
Howard Wolpe, are opposed to its
passage.
"In my opinion, approving the
proposal has more potential
for danger than potential for
good," Sen. Faxon said. "There
are those who are in favor of it be-
cause they are anxious to allow
provisions for the death penalty
and remove the prohibition
on separation of church and
state."
When Sen. Faxon attended the
convention, he said the issues
were different. The mood and the
attitude was to streamline gov-
ernment and bring it up-to-date,
according to the senator.
David Gad-Harf, the executive
director of the Jewish Commu-
nity Council, does not think the
measure will pass this year. Vot-
ers defeated it the first time it
came up in 1978. Mr. Gad-Harf
said there is some interest in get-
ting the proposal passed but sees
no evidence of any group mount-
ing major efforts to pass it.

emember the name Don-
ald Lobsinger?
Longtime Detroiters
know him from the 1960s
and early '70s when he was at the
helm of a right-wing anti-com-
munist organization.
Once labeled anti-Semitic by
Richard Lobenthal, the executive
director of the Michigan Region-
al Office of the Anti-Defamation
League, Mr. Lobsinger was ar-
rested for pushing a Catholic
priest and interfering with anti-
Vietnam War protests.
He and his group, Break-

through, also disrupted other
events: a Detroit visit by black
South African Archbishop
Desmond Tutu, Soviet concerts
and civil-rights demonstrations.
Members of Breakthrough also
toted signs reading: "Zionism is
the real racism" and `To hell with
the NAACP."
Quiet for a long time, Mr. Lob-
singer is back in the headlines.
His name will appear on Macomb
County ballots next month.
