in recent years despite the Arab
boycott.
For many years, major inter-
national hotel chains have been
operating in both Israel and the
Arab countries, also in defiance
of the boycott.
Over 50 Israeli firms are now
listed on American stock ex-
changes, and the buyers of their
stock are not engaged in philan-
thropy.
Foreign investment in Israel
is still modest, but it is increas-
ing, in no small measure due to
the economic liberalization pro-
gram which the government ini-
tiated in the mid-1980s.
What is largely ignored is the
impact the boycott has had on
the Arab economies. In an arti-
cle last year in Middle East In-
sight, Marwan Iskandar, an
adviser to the Lebanese prime
minister, noted: "Apart from
questionable political propagan-
da gains, the boycott hurt Arab.

Thus, the euphoria in Israel
about the ending of the boycott
may be misplaced. Moreover, Is-
rael should not have to pay a po-
litical price for the abolition of
the boycott, which stems from
the Arab states' pursuit of their
own interests and whose bene-
fits to Israel are marginal. ❑

The Israel Government Compa-
nies Authority intends to sell up
to 24.9 percent of Israel Chemi-
cals (ICL) shares to an individ-
ual or group of investors.
Any individual or group inter-
ested in purchasing between 15
and 24.9 percent of ICL shares has
until the end of the month to sub-
mit an application to the authori-
ty.
The authority will choose up
to five applicants who best sat-
isfy the requirements of economic
stability, business experience,
proven financial resources, and
the ability to buy the shares and
hold them.
The private placement is ex-
pected to be completed by the
end of February. ❑
