One Jew who played a promi- nent role in helping to restore the Aristide government did not at- tend the ceremony: Ira Kurzban, a Miami attorney who had be- came a close aide to the deposed president. Mr. Kurzban was in the Haitian capital, helping pre- pare for the transition back to democracy. The son of a Romanian-Jew- ish refugee, Mr. Kurzban spent 14 years working on a pro-bono basis on behalf of Haitian refugees. He was later at the cen- ter of the effort to restore the de- posed leader to power. Delaware Race Debates Aid A nasty Senate contest in Delaware could be the harbinger of a renewed debate over foreign aid, always a political time bomb. Sen. William V. Roth, a four- term Republican incumbent, is working hard to fend off a brisk challenge from state Attorney General Charles Oberly. In a year of expected GOP gains, De- mocrats believe that the Delaware Senate seat is one they can pick up.
