For the administration, last
week's decision was a clear tri-
umph.
Will Maslow, general counsel
to the American Jewish Con-
gress and a key figure in the anti-
boycott movement, cited an
effective "three-pronged admin-
istration strategy" involving Sec-
retary of State Warren
Christopher, Commerce Secre-
tary Ron Brown and U.S. Trade
Representative Mickey Kantor.
"They sent a clear message to
the Saudis that it was in their in-
terests to take this action," said
Mr. Maslow. "The administra-
tion's lever was their insistence
that there is going to be peace in
the region anyway — and the
Saudis should be in on it."
The Saudis, he said, also not-
ed the administration's decision
— approved by Congress — can-
celing much of Jordan's debt af-
ter the signing of the Washington
Declaration this summer.
Mr. Christopher has met five
times with Saudi leaders during •
his tenure. The boycott, accord-
ing to Mr. Maslow, was high on
the agenda of all these meetings.
"It was effective diplomacy by
the administration," said Mr.
Maslow, "and it is a tribute to
Christopher."
Another factor was the ad-
ministration's early decision to
cast the anti-boycott effort as an
American issue. It based this on
the harm the boycott does to
American workers.
"That probably convinced the
Saudis that we were more seri-
ous about the effort," said Dan
Mariaschin, director of interna-
tional, governmental and Israel
affairs for B'nai B'rith.
Congress also played a role by
including anti-boycott language
in a number of bills, including a
State Department bill earlier this
year cutting off new military
sales to nations that support the
boycott.
"That was clearly targeted at
the Saudis," said a top pro-Israel
activist here, "and they appar-
ently heard the message loud
and clear."

Amsterdam (JTA) — Holland's
Queen Beatrix and her husband,
Prince Consort Claus, will pay
a three-day state visit to Jordan
from Dec. 8 to 10 and a three-day
state visit to Israel from March
27 to 29.

Announcement of the intend-
ed visits follows years in which
the Dutch Foreign Ministry de-
termined that an official visit by
the royal couple to the two coun-
tries was too sensitive.
