cause the target of such brutali-
ty has been Palestinians.
Now that may be changing. If
the press is any indication, the
word "security" is becoming less
acceptable as a cover for abuse,
and Israelis are increasingly con-
cerned about formalizing the line
between the prerogatives of gov-
ernment and the rights of the
governed.
The Public Committee Against
Torture appealed to the High
Court of Justice to subject the
Shabak to "the laws covering the
arrest and interrogation of sus-
pects," by which it is not present-
ly bound, and forbid it to use
"moderate physical pressure," as
its guidelines allow.
"If it turns out that the inter-
rogators of the Kiryat Arba de-
tainees used some of the methods
so often employed in their inter-
rogation of Arabs, perhaps some
good will come of it," wrote
Ha'aretz columnist Ran Kislev.
"Perhaps some official body will
... reconcile [its directives] with
the concepts of justice in a de-
mocratic society. What has not
been done because of a tortured
Arab may be accomplished more
easily because of a brutalized

Israelis Warned
Against India

Tel Aviv — The Ministry of
Health has advised Israelis to
avoid visiting India, which is ex-
periencing an outbreak of pneu-
monic plague as well as cases of
the less deadly bubonic plague.
India has become a popular va-
cation destination for Israelis,
particularly young adults who
have just completed their army
service.
The advisory singled out the
Indian city of Surat, located north
of Bombay, where most of the
plague cases have been reported.
American health authorities
also have issued advisories re-
garding travel to and from India
— as did officials in some 30 oth-
er countries.
As of the weekend, health offi-
cials in India reported some 2,600
plague victims, including 48
deaths.
During the early days of the
outbreak, India reportedly ex-
pressed interest in purchasing Is-
raeli-produced medicines used in
preventing or fighting bubonic
and pneumonic plagues. Indian
officials indicated that a world-
wide search had shown that Is-
raeli pharmaceutical
manufacturers were among the
fastest producers of high-quality
medicines.
But Bombay health authori-
ties have since announced that
sufficient locally made supplies
are now available in India.
