he slow shift from war to
peace and the gradual
change in mentality that
goes along with it are gen-
erating all kinds of ironies and
. strange bedfellows in Israel. The
latest example relates to the af-
fair of the "Underground of Re-
venge," which has all but
monopolized the headlines for the
past two weeks.
The arrest of Lt. Oren Edri
from the West Bank settlement
of Kiryat Arba and 10 other res-
idents of the town suspected of
"offenses against state security"
prompted fears that yet anoth-
er "terrorist underground" had
arisen among settlers in the oc-
cupied territories. But before
long, focus had shifted from the
excesses of the radical settlers to
the more far-reaching issue of the
civil rights of suspects and the ex-
cesses of the state's security or-
gans.
The basic outline of the affair
suggests that a group of settlers
from Kiryat Arba conspired to
commit random acts of violence
against Palestinians in "revenge"
for acts of terror against Jews.
Two brothers, Eitan and Yehoy-
aida Kahalani, reportedly were
caught with their fingers literal-
ly on the trigger, about to shoot
a young Palestinian bicycling
home to the West Bank village of
Batir.
Other suspects include a rab-
bi, Iddo Elbah, 32, believed to be
the keystone of the group;
Ya'akov Ben-David, 31, a convert
to Judaism from the large
Ja'abari clan in Hebron; Michael
Mor-Yosef, 42, a welder commis-
sioned to make silencers for guns;
and Lieutenant Edri's friend, Lt.
Kobi Pinto.
Three men already have been
released. Lieutenant Edri has
been charged with supplying

army-issue plastic explosives to
other members of the group and
briefing Rabbi Elbah on the lo-
cation of weapons' stores on mil-
itary bases. The investigations
against the other seven continue.
The unfolding affair immedi-
ately triggered associations with
the first "Jewish underground"
of 25 settlers — all leaders of the
Gush Emmunim movement —
who from 1978 to 1981 were re-
sponsible for the mutilation of
two Palestinian mayors, the
deaths of three Palestinian stu-
dents, and the planting of explo-
sives on a Palestinian bus. All
these acts of terrorism were car-
ried out with stolen Israeli army
weapons.
But soon enough, controversy
was raging over a different mat-
ter. All the suspects had been ar-
rested by the General Security
Services (known by its acronym,
Shabak) and were held incom-
municado, as the law allows in
matters of state security. When
lieutenant Edri finally met with
his lawyer, he complained of be-
ing tortured by the Shabak
through sleep deprivation, hav-
ing a sack placed over his head,
and being bitten by rats in his
cramped cell.
Such methods — and far worse
— have been reported over the
years by thousands of Palestin-
ian prisoners held for security
reasons. These abuses have been
well documented by Israeli civil
rights organizations such as
B'Tselem and the Public Com-
mittee Against Torture. Never
was there an outcry from the
public at large — to say nothing
of the settlers, who praised the
tactics against Palestinians. But
now a furor broke out among the
settlers, who even demonstrated
