Allan Nachman:
Reviewing process.

The implementation commit-
tee plans to review the process,
with input from participating
families, congregations and tem-
ples. The aim is to improve the
program so all of the $75,000 an-
nual apportionment is utilized.
The financing for the scholar-
ship came from the 1993-94 Al-
lied Jewish Campaign
allocations following recommen-
dations made by the Giles Com-
mission, an education committee
that suggested the closing of the
United Hebrew Schools. The pur-
pose is to provide funding to fam-
ilies to make the transition from
UHS to congregation- and tem-
ple-based programs.
The scholarship program was
set up to help all children
through a partnership with the
Jewish educational institutions,
the families and the Federation,
Mr. Nachman said. The size of
individual awards was not dis-
closed.
"The scholarship is to help fit
the family with the congregation.
Federation was never intended
to be the 100 percent funder,"
said Mr. Nachman.
This year, one-fourth of the
$100,000 came from the al-
lowance for the 1994-95 school
year with the additional money
coming from the original $75,000
allocation from the 1993-94
school year. The scholarship was
not disbursed that year because
the funding was in place too late
in the year.
The remainder of the money
allocated for this year will be
spread out over several years.
Three items were considered
for awards: the individual fam-
ily needs, the number of hours a
week the program required and
the cost of the program.
"Each of these variables made
a difference," Mr. Nachman said.
"But by far the most important
item was the need of the fami-
lies."
In the future, when more ap-
plicants are expected, priority will
be given to families who are affil-
iated or who have expressed an
interest in affiliation, he said.
