Tax Treaty
Nearly Official

U.S. ratification of its treaty with
Israel to prevent double taxation
is virtually assured now that Is-
rael has provided U.S. tax au-
thorities with the formal written
assurances they required relat-
ing to the sharing of bank account
information, Income Tax Com-
missioner Doron Levy said.
According to Mr. Levy, the U.S.
Senate conditionally ratified the
treaty last year pending the re-
ceipt of clarification from Israel
that would satisfy U.S. tax au-
thorities. Once the U.S. officials
give the go-ahead, Mr. Levy said,
the treaty will be automatically
ratified.
U.S. officials were concerned
that because Israeli tax authori-
ties have limited information on
bank accounts, Americans with
bank accounts in Israel would be
able to escape U.S. scrutiny.
Mr. Levy said the countries
would share information based
on the Israeli tax authorities'
practices for requesting such in-
formation from banks.
The information would not be
provided unless the U.S. author-
ities were able to justify their re-
quest for it, Mr. Levy said.
Mr. Levy discounted reports
the -+ billions of dollar* in Israc.,I
would leave the country.
