peace" with Israel, including full
diplomatic relations. To cheer
hearts even further, he also stat-
ed that he believed it would be
possible to achieve peace this year
and that a meeting between Mr.
Rabin and Mr. Assad was "in-
evitable."
And on Sept. 10, Mr. Assad
himself intimated, in a speech be-
fore the Syrian parliament, that
he would be prepared to meet Is-
rael's demand for full and normal
relations in saying that "[Syria]
understands that peace has its
objective demands and it will
honor the objective demands that
are agreed upon."
That may not qualify as plain
speaking on Mr. Assad's part, but
then again such a style would
probably be considered a diplo-
matic concession in itself.
That even this is not the long-
awaited breakthrough on the
Syrian front seems clear from the
fact that while Rabin spoke of a
minimal withdrawal in return for
three years of normalization, the
Syrians had made it clear that
there would be no diplomatic re-
lations before a complete with-
drawal from the Golan.
Foreign Minister Shimon
Peres preferred to characterize
the latest statements as Syria's
"legitimization of the peace
process, not yet negotiations
themselves."
And Uri Saguy, the chief of
military intelligence, assessed al-
most wryly that "Syria is moving
toward peace — slowly."
Still, reports were rife that
every effort was being made —
primarily by the United States
— to set up a meeting between
Rabin and Assad and, probably
more likely, between Mr. Peres
and Mr. a-Shara at the opening
of the U.N. General Assembly lat-
er this month. Mr. Peres has, of
course, long been a proponent of
raising the Syrian-Israeli nego-
tiations to the ministerial level.
Yet even lacking such a dramat-
ic development, a meeting with
Mr. a-Shara would be the clear-
est sign yet that Syria is finally
adopting the "spirit" of the peace
process established in Oslo and
Washington.
Some sign to that effect would
not come a minute too soon for
Prime Minister Rabin, who's fac-
ing resistance to any concession
on the Golan in the ranks of his
very own party. Hardly was his
statement on the terms and tim-
ing of a withdrawal broadcast
than seven members of Labor's
hawkish wing (since diminished
to six) announced their intention
to constrain Mr. Rabin's ability
to negotiate an agreement with
Syria.
Their plan: to table legislation
that will require a minimum of
70 (out of the 120) Knesset votes
to amend or repeal the Golan
Law (which effectively annexed
the Heights to Israel and was
