Cardin Laments Health Care Snag Congress has finally fled the cap- ital for an abbreviated summer break after failing to sort out the health care reform tangle. 'We're at an impasse," said Rep. Ben Cardin, D-Md., who has played a leading role in the health care de- bate. "The fact that we were un- able to pass bills before the recess means that it is unlikely Con- gress will be able to enact com- prehensive health care reform in 1994."
