Department, high-level Israeli
delegations and the administra-
tion's Middle East peace process
team were hard at work on two

One session focused on ways
to expedite economic aid to the
fledgling Palestinian self-rule au-
thority in Gaza and Jericho and
to expand that aid to Palestinian
"early empowerment" activities
throughout the West Bank. Said
one Israeli official, "The underly-
ing theme was this: We must
work more diligently for the suc-
cess of the Palestinian authority.
That is the main goal of Israel's
foreign policy at this point, along
with our traditional concern
about terrorism."
The Israeli delegation, which
included foreign ministry direc-
tor-general Uri Savir, also pro-
posed expanding the multi-lateral
peace talks into a permanent re-
gional panel for security and eco-
nomic cooperation, similar to the
successful Conference on Securi-

American officials agreed to es-
tablish a joint Israeli-American
working group to begin creating
the outlines of such a forum. And
the administration agreed to look
for new ways to expedite direct
aid to Yassir Arafat's Palestinian
governing authority. Israeli and
Jordanian negotiators were also
in town for a continuation of the
trilateral economic talks. The
agenda included plans to devel-
op the Jordan Rift Valley, trade
and tourism and plans for "the
lowest park in the world" — a
trans-national park near the
Dead Sea.
"All these projects, and many
others that are being discussed,
create a very powerful fabric of
peace," said Elyakim Rubinstein,
the chief Israeli negotiator. "The
networks of peace are being
built."
Mr. Rubinstein conceded that
difficult issues involving water
and boundaries are yet to be set-
tled. "But with the new year com-
ing, I'm optimistic," he said.
"There is a mutual will to move
on—and to move on as fast as we
can."

Cardin Laments
Health Care Snag

Congress has finally fled the cap-
ital for an abbreviated summer
break after failing to sort out the
health care reform tangle. 'We're
at an impasse," said Rep. Ben
Cardin, D-Md., who has played a
leading role in the health care de-
bate. "The fact that we were un-
able to pass bills before the recess
means that it is unlikely Con-
gress will be able to enact com-
prehensive health care reform in
1994."
Mr. Cardin said there may be
an effort to pass a lesser health
care bill focusing on insurance re-
form during the short pre-elec-
tion legislative session. But he
sounded distinctly pessimistic.
"Hopefully, it will do more good
than bad," he said. "If it doesn't,
I won't vote for the bill."
