knowledge and methods regard-
ing cattle and poultry diseases
and food hygiene. Cost of the
course was covered by the civil
administrations of Gaza and
Judea-Samaria.
Mr. Tsur was the featured
guest speaker at the certificate
award ceremony, held at the uni-
versity's Veterinary Teaching
Hospital near Beit Dagan. Pro-
fessor Uri Orgad, director of the
Koret School — Israel's only
school of veterinary medicine -
chaired the event.
Mr. Tsur said that the area of
veterinary inspection and care
demonstrated that agreement on
borders between Israel and the
Palestinians is not enough.
Health standards on both sides
will affect everyone, he said, be-
cause of the significant trade in
agricultural products expected
between the Palestinian au-
tonomous areas and Israel.
"There can be no walls be-
tween us,' Mr. Tsur said, adding
that he viewed the course for
Palestinian veterinarians as
"only the starting point of grow-
ing cooperation between us."
Another speaker at the cere-
mony was the director-general of
the agriculture department of the
Palestinian autonomy authority
in Gaza, Mohamed Rayes, who
expressed his hopes for "an open
and free market" in agricultural
products between Israel and the
Palestinians in the autonomous
areas. For this to occur, he
stressed, there would have to be
equal conditions for farmers and
animal breeders in both areas
and not the discriminatory fac-
tors which he said now favor Is-
raeli producers
Mr. Rayes expressed his be-
lief, however, that "the Israeli au-
thorities really want to help us"
and therefore he was optimistic
about future cooperation. This
was echoed by Professor Orgad,
who stressed the Koret School's
strong commitment to coopera-
tion with all peoples and nations
in the region.
Speakers on behalf of the vet-
erinary doctors in the course ex-
pressed gratitude..
One of the graduates, Dr.
Mohammad Hassuneh, pointed
out that 25,000 Palestinian
families earn their support from
marketing animal products, and
that it was of greatest importance
that they have veterinary service
of the highest possible stand-
ard available to them. It was vi-
tal for Israelis as well, he said,
"since there are no borders for dis-
eases."
