dilemma under the new admin-
istration. Israel work permits for
Palestinians in Gaza and the
West Bank have gradually in-
creased to 25,000, following the
closure of the territories after the
acts of terrorism more than a
year ago. Though nowhere near
the high of 120,000, many work
permits go unused since Israelis
are increasingly reluctant to em-
ploy workers from the territories.
Meanwhile, rents in Gaza have
soared as a result of the influx of
policemen and other members of
•the new administration. Mr.
Hassein's monthly outlay on
housing has been hiked from 20
to 50 Jordanian dinars ($30 to
$75) a month, while he is able to
find work as a handyman only
three or four days a month, bare-
ly covering the food bill for his
family of four.
There's also good news of sorts.
"The police are doing a wonder-
ful job," Mr. Hassein reports. In-
deed, Dr. Rayyes confirms that
the sense of security among
Gazans has improved enor-
mously. "All you need do is pick
up a phone, and within minutes
you have six or seven policemen
on your doorstep!"
But there are limits even to
this blessing.
With the economy so de-
pressed, Mr. Hassein remarks,
'Tye got nothing worth stealing."
As the days pass, Gaza re-
mains in a holding pattern. What
everyone's waiting for is the start
of the major development pro-
jects, from the creation of a prop-
er sewage network to the
building of the port, the con-
struction of new housing, even
a $10 million cleanup campaign
to be funded by Japan. This is
the preferred solution that Israeli
Foreign Minister Shimon Peres
has described as "bringing work
to Gaza, rather than bringing
Gazan workers to Israel," which
has the added advantage of vis-
ibly improving life for all. But to
date the flow of capital for these
projects has been blocked by a
dispute between the PNA and the
World Bank, through which the
donor countries are channeling
their contributions.
The essence of the dispute is
over who will control where every
penny goes. Its focus has been
over PECDAR (Palestinian Eco-
nomic Council for Development
and Reconstruction), the mecha-
nism created to ensure that their
funds would be used where the
donors intended — and not dis-
appear into the "black hole" of the
Palestinian National Authority.
The donors envisioned the
Palestinian Economic Council for
Development and Reconstruction
as an independent body that
would be accountable to the
World Bank. The PNA wants it
