This New Year give others
a second chance to live

A pretty picture has been
painted of the economic benefits
to Haifa and to Israel as a whole
if the U.S. Navy did indeed make
this city a major base, but what
of the dangers to the health and
security of the population?
Calming reassurance came
from Dr. Ehud Ne'eman, of the
Radiation Safety Division in the
Ministry of the Environment.
First of all, he noted that there is
an exaggerated fear of radiation.
We are all subject to radiation, he
said, from cosmic rays, ground
radon, medical treatments, pow-
er stations, electro magnetic rays,
home appliances, etc. This is part
of our civilization. A method has
been determined to measure how
much the human body receives
in normal daily life. The average
American is subjected to about
360 millirems (or sieverts), and
that is nothing to get excited
about. The average Israeli re-
ceives about 200 millirems.

What happened
at Chernobyl
can not be
regarded as
indicating what
could happen.

As for nuclear-powered U.S.
Navy vessels, he said, the Amer-
ican authorities have always pro-
vided advance notice of the
arrival of such ships, and a pre-
arranged monitoring system at
once goes into effect. The Israel
Atomic Energy Commission, de-
fense and health agencies, and
the Radiation Safety Division of
the Institute for Environmental
Research, are all on the alert dur-
ing the presence of the ships
through their checking stations
which measure radiation. The
possibility of an accident has also
been taken into consideration,
with provision to tow the offend-
ing vessel away from land in a
matter of hours.
What happened at Chernobyl
can not be regarded as indicating
what could happen with a nu-
clear submarine, he maintained.
American safety measures are far
more strict. Of course accidents
can and do happen, but that is
true with regard to automobiles
as well. Thousands of people are
killed annually by motor vehicles,
but does that mean we should
ban cars from the roads?
The discussion was left up in
the air, but as Dr. Carl DeVries,
of the Liberal Center declared, at
least Israelis should be kept in-
formed of the situation. Hereto-
fore, it has been kept hush-
hush. Ell
