They are banned from ports in Australia and New Zealand- but nuclear powered submarines and other ships of the U.S. Navy request the port of Haifa at the rate of four or five a year, totalling some dozens in recent years. What danger, if any, does this hold for the population of Haifa? In the event of a major malfunc- tioning in one or more of the vis- iting reactors, would the entire population of the city have to be evacuated? These and other ques- tions are now being seriously asked as talk goes on regarding enlargement of Haifa port to pro- vide permanent accommodations for ship of the U.S. Navy The sub- ject is no one which is usually dis- cussed openly, but the Liberal Center Movement conducted and open forum here where views which have heretofore only been whispered about, were openly aired-and rebutted. This is the picture that emerged. Port officials, who presumably should know everything about ships which enter the sheltered waters, pleaded ignorance. Shaul Raziel, director of the Israel Port Authority, declared that when the ships enter the port of Haifa, or even sail up the Kishon for re- pairs at the shipyard, no ques- tions are asked as to how they are powered. There has been talk about building a special pier to accommodate U.S. aircraft carri- ers and other deep draught ves- sels, but that's all the Port Authority knows. The whole mat- ter is awaiting approval of the U.S. Congress, but perhaps has been shelved because of budget cuts. Visits by ships of the U.S. Navy have already been reduced. Dr. M. Steiglitz, an authority on nuclear strategy, went straight to the point. he warned of the dan- gers inherent not only in the nu- clear reactors which power the ships, but also in the atomic weapons with the vessels may car- ry. No one knows the extent of the latter because the U.S. Navy per- mits no inspection. Despite the most elaborate safety precautions, he said, more than a thousand ac- cidents have been recorded world- wide in atomic powered ships. The danger of radiation leakage into the waters of Haifa Bay is very real, he warned. The fact the this subject is never discussed does not mean that the danger does not ex- ist. No contamination has ever been reported from ships here, but no one knows what may go on within the ships. The authorities here can only rely on the word of the Americans.
