Jerusalem (JTA) — U.S. Secre-
tary of State Warren Christopher
told Palestine liberation Orga-
nization Chairman Yassir Arafat
that he would do what he could
to speed up funding from inter-
national donors to the newly au-
tonomous areas of Gaza and
Jericho.
Meeting with Mr. Arafat in
Gaza during his regional diplo-
matic mission, Mr. Christopher
was responding to Mr. Arafat's
appeals that the self-rule areas
are in a severe financial crisis.
However, Mr. Christopher
stressed to Mr. Arafat that the
PLO must establish proper ac-
countability mechanisms before
any funds are delivered.
The donor nations, worried

about the PLO's secretive man-
ner of handling money in the
past, have been seeking strict fi-
nancial controls.
Mr. Christopher was also in
Tel Aviv to brief Prime Minister
Yitzhak Rabin and other Israeli
leaders on his trip earlier this
week to Syria.
He was scheduled to return to
Damascus to meet with President
Hafez Assad and try to advance
the deadlocked talks between
Syria and Israel.
Joint projects being proposed
for the development of the Jor-
dan Rift Valley include building
a Dead Sea-Red Sea canal and
a Israeli-Jordanian road linking
Eilat and Aqaba.

Arafat Blames Israel
For PLO Charter

Tel Aviv (JTA) — Palestine Lib-
eration Organization Chairman
Yassir Arafat is blaming Israel
for the PLO's delay in revoking
chapters in the organization's
charter that call for the destruc-
tion of Israel.
Speaking at a joint news con-
ference with Foreign Minister
Shimon Peres in Gaza City, Mr.
Arafat said the anti-Israel claus-
es of the PLO charter could not
be changed because Israel is not
allowing all 480 members of the
Palestine National Council to en-
ter the Gaza Strip to attend a
meeting at which a vote to
change the charter would be tak-
en.
In a show of disharmony rare
at diplomatic news conferences,
Mr. Peres, appearing disturbed,
interrupted Mr. Arafat to say to

reporters, "I told the chairman
we shall not object to have the
PNC meet in Gaza, and (we) in-
vite all its members to come and
participate in the meeting."
At which point Mr. Arafat ap-
peared to throw the whole issue
into question, saying he could not
guarantee that the PNC would
change the anti-Israel clauses.
Mr. Arafat has repeatedly
maintained in the past that he
would call for the repeal of those
sections of the PLO charter that
call for the destruction of Israel.
His promise served in part as
the basis for the mutual recogni-
tion pact between Israel and the
PLO that enabled the two parties
to sign the declaration of princi-
ples on Palestinian self-rule last
September in Washington. • .
