The case will serve as a test case to determined whether a convert to Judaism is protected by laws against racial discrimi- nation. Paul Thomas alleges that he has been the victim of abuse by fellow police, and that anti-Semi- tism has blocked his promotion. But according to legal advisers for the constable — the British term for police officer — the Met- ropolitan Police is arguing that as a convert, Mr. Thomas is not Jewish by ethnic origin and, therefore, not covered by existing legislation. A preliminary hearing sched- uled for Aug. 30 will consider whether Mr. Thomas is legally entitled to lodge a claim of racial discrimination. Mr. Thomas, 38, converted to Judaism in Israel in 1978 after working on a kibbutz. He re- turned to England with his Is- raeli wife, Dina, in 1980 and joined the Metropolitan Police. Two years ago, he received an award for his record of arrests and his training of new recruits. Although it turned out to be a false alarm, the security alert delayed the orchestra's arrival from Frankfurt for two hours, Hungarian Television reported. Hungarian police have been on alert at Jewish and Israeli sites since bombs hit Jewish targets in Argentina, Panama and Britain last month. The Israeli Orchestra's Buda- pest performance was one stop on a European tour that also in- cluded Hamburg, Germany, and Zagreb, Croatia. Tickets for the Budapest con- cert were not completely sold out, apparently because of the un- usually price of tickets, which cost the equivalent of between $50 and $60.
