around the corner, Jew-
ish groups are prepar-
ing to mark the
anniversary of last year's land-
mark Declaration of Principles
between Israel and the Palestine
Liberation Organization. Most
events will emphasize "sober dis-
cussion about where the peace
process is going and where it is
likely to go in the next year," said
Martin Raffel, coordinator of the
Israel Task Force of the Nation-
al Jewish Community Relations
Advisory Council (NJCRAC).

(AIPAC) and NJCRAC, to orga-
nize a nationwide satellite
hookup on Sept. 12. On it, Prime
Minister Yitzhak Rabin will give
Jews in more than 80 cities a per-
sonal view of the ongoing negoti-
ations. They, in turn, will report
about what they have done to
support the peace process.
Americans for Peace Now will
mark Sept. 13 with a program co-
sponsored by the Arab-American
Institute. Featured will be Israel's
deputy foreign minister, Yossi
Beilin, and Nabil Sha'ath, the
PLO's chief negotiator.

Mr. Raffel is working with
planners of local events around
the country. In Baltimore, more
than 100 invited guests will at-
tend a discussion on Sept. 13
hosted by the Baltimore Jewish
Council. The speakers will in-
clude a representative of the PLO
and Nimrod Barkan, information
minister at the Israeli Embassy
in Washington.
"We feel a special responsibil-
ity to commemorate this most im-
portant event in Jewish and
Israeli history by discussing
where things are today and what
needs to be done to make the
changes that began last Septem-
ber permanent throughout the
region," said Arthur Abramson,
the BJC's executive director.
Nationally, the Conference of
Presidents of Major American
Jewish Organizations will spon-
sor an advertisement in major
newspapers "emphasizing a spir-
itual message," said Malcolm
Hoenlein, executive vice chair-
man of the conference. "It will co-
incide with the anniversary, but
it will talk about the peace
process in general, plus ongoing
concerns about terrorism and our
hopes for the next year."
The presidents conference also
is working with many Jewish
groups, including the Israel Pol-
icy Forum, the American Israel
Public Affairs Committee

"We see this as an analysis of
where we have come in the past
year and a celebration of what
took place last Sept. 13," said
Gary Rubin, APN's executive di-
rector.
There also may be a com-
memoration on the White House
lawn. But, true to form, admin-
istration officials reportedly are
having difficulty making a deci-
sion about the event.
And the Israeli Embassy in
Washington, working with sev-
eral Jewish groups, is putting to-
gether a major Jewish leadership
seminar for early October. That
event is expected to feature talks
by a number of key figures in the
peace process.

Abner Mikva
Starts A Trend

I

n itself, the recent appoint-
ment of Judge Abner Mikva
as White House counsel had
no particular Jewish signifi-
cance. But taken with a series of
other recent appointments, Mr.
Mikva's selection suggests that
for this administration the Jew-
ish community has really arrived.
"His Jewishness wasn't a fac-
tor, one way or the other," said
