"He probably thought he could
maneuver Assad into moderat-
ing his demands, but it didn't
work," said Professor Maoz, head
of the Truman Institute for the
Advancement of Peace. Return-
ing the entire Golan for peace "is
also the American line, and Ra-
bin is very attentive to American
thinking," Professor Maoz added.
Mr. Rabin may find it painful to
part with the Golan, and to up-
root the 13,000 Jews living there,
but he is convinced that peace
with Syria is worth it.
His main obstacle is Israeli
public opinion. Of all the political
slogans seen on bumper stickers
and posters here, "The People Are
With The Golan" is by far the
most popular. Pollster Rafi Smith
says no more than 15 percent of
Israelis are ready for a full with-
drawal from the Heights, and 65-
70 percent are for keeping all or
virtually all of it.
"Israelis have a lack of trust in
Syria, there is a deep psycholog-
ical barrier there," he said.

"I think everybody
knows what the
deal is. It's peace
for the Golan."

More than half the Knesset
members, from across the politi-
cal spectrum, are in the Golan
Caucus. Ten MKs from Mr. Ra-
bin's own Labor Party recently
gave the prime minister a letter
saying that if he ever asks Knes-
set approval for returning the
Golan, they will join the opposi-
tion in voting no.
Aware of Israeli sentiment,
Mr. Rabin has promised that any
concessions on the Golan would
have to be approved first by the
voters in a referendum. Lately,
government officials have been
urging Mr. Assad almost daily to
make "gestures" toward the Is-
raeli people, to conduct King Hus-
sein-style "public diplomacy" to
win their confidence.
"The government is trying to
prepare the public," explained
Professor Maoz.
But how could Mr. Rabin tell
Israelis that he'd changed his
mind on such a vital issue, that
he now wanted their backing for
a full withdrawal from the
Heights?
"He will say there is a great op-
portunity for a breakthrough,
maybe the Israeli public will buy
it," Professor Maoz suggested.
The Israeli prime minister, ap-
parently, already has. The things
he and his government have been
saying lately sound like the start
of a selling job. CI

Here are some interesting facts about
hearing and speech disabilities from the
Council for Better Hearing and Speech that
may prove to be of interest: Health costs
and indirect costs for people with commu-
nicative disorders are estimated to exceed
$30 billion annually. On average, two out of
every 100 school children suffer from hear-
ing loss. Three out of every ten children ex-
perience middle ear infections that can lead
to temporary hearing loss. The incidence
of speech impairment is higher for males
than females. These facts and figures may
give us pause to reflect upon the notion that
hearing loss and speech impairment are not
uncommon. Anyone who thinks that he or
she is alone with an impairment should re-
view the facts.

to realize that you are not alone. Deafness
is the silent epidemic. It is silent, painless,
and invisible, yet more people suffer from it
than from heart disease, cancer, blindness,
