Law requires transportation systems with faulty vehicles to execute self-reinspections and send notification of repairs to the state. UHS Transportation closed on June 17. vehicles had been operated ille- gally. "There was no proof that (red- tagged) buses were run with pas- sengers on board," he said. School buses receive red tags when state inspectors deem them dangerous or potentially so. Un- der the Pupil Transportation Act of 1990, it is illegal to run red- tagged buses for student trans- port. Charging an organization for violating this law necessitates an eye-witness account. Officer Kevin Hogan, who inspected UHS buses and mandated their repair, had no such firsthand knowledge of red-tagged buses running with passengers on board. However, the officer recently cited the Jewish Federation of Metropolitan Detroit, which ran UHS Transportation, with a dif- ferent offense. "In many cases, we don't know whether they fixed the vehicles and just didn't send (the forms) back, or if they didn't fix them. It appears as though some of them just weren't fixed," said Sgt. Stephan Turner, commander of the bus inspection unit of the Michigan State Police, Motor Carrier Division. The Jewish Federation of Met- ropolitan Detroit closed down the operation June 17. Mark David- off, chief financial officer for Fed- eration said, "I was contacted by the Michigan State Police with regard to a citation issued on sev- eral buses formerly operated by the discontinued UHS Trans- portation Service. Federation is waiting for formal notification of this citation. At that time, Fed- eration will respond as appropri- ate."
