if we had acted differently, things
would have turned out a whole
lot better," said Inspector Tadar-
ial Sturdivant of the Michigan
State Police.
G. Robert Seifert, director of
public safety in Oak Park, echoed
the call for action.
"We would rather make 1,000
trips that turn out to be nothing
than not make a trip because you
hesitated," he said. "If you think
it's an emergency, or you're not
sure, please call 9-1-1. It works
every time."
Audience members expressed
concern over upcoming High Hol-
iday programming. Will crowds
necessitate more security, some
asked.

"There is no image
of a terrorist."

— Richard Lobenthal

"A uniformed presence acts as
a deterrence," Mr. Seifert said.
"But sometimes it sends a neg-
ative message."
While it's best to have some-
one guarding the premises, each
temple and synagogue must eval-
uate its situation separately, said
the FBI's Mr. Lauer.
The speakers also recom-
mended that core staff members
of agencies and congregations re-
ceive training to recognize po-
tentially dangerous people and
situations. They should, in turn,
sensitize the rest of their staffs
to security precautions. An in-
truder might take the form of a
little old lady or jogger.
"Don't look for suspicious char-
acters with preconceptions. In
more instances than not, the sus-
picious character isn't suspicious
looking. There is no image of a
terrorist," Mr. Lobenthal said.
Audience members also raised
the issue of bomb threats. Refer-
ring to last spring's bogus bomb
threat at the Maple/Drake Jew-
ish Community Center, they
wondered how building directors
can best determine when they
should evacuate the premises.
Public safety officials recom-
mended a two- to four-hour train-
ing course offered by the FBI and
ATF.
Robert Berlow, president of
the Agency for Jewish Education,
doesn't think that's a bad idea.
"I guess we all need the train-
ing," he said, "because in my
mind, you only get one chance to
make the wrong decision." ❑
