ing of 29 Palestinians at a Hebron
mosque by Israeli settler Dr.
Baruch Goldstein.
The agreement on the pres-
ence of an international team of
observers had paved the way for
the resumption of Israeli-PLO ne-
gotiations, which the Palestini-
ans had suspended immediately
after the Hebron massacre.
Palestinians, who had wanted
the force to protect them from ad-
ditional attacks by Israeli mili-
tants, have been critical of the
observer force because it could
only observe and report on clash-
es in Hebron, which has been a
hotbed of unrest since the mas-
sacre.
In June, frustrated members
of the force said they were con-
sidering an early end to their mis-
sion because they felt they were
not accomplishing anything. .
However, there has been a de-
crease in clashes within Hebron
over the last three months.
And Lt. Col. Sorensen said he
thought the international force
had "definitely lowered the ten-
sion" in Hebron.
But Hebron Mayor Mustafa
Natshe said the observer team
had made little difference in the
life of the town.
"We are sorry they are leaving
without achieving their mandate
here, which is to return us to nor-
mal," he said. "We do not know
what will be the behavior now of
the (Israeli) army and the set-
tlers."

PLO Official
Prays At Mosque

Tel Aviv (JTA) —With the bless-
ing of Israeli authorities, Nabil
Sha'ath, the chief negotiator for
the Palestine liberation Organi-
zation, visited Jerusalem.
During his visit, which oc-
curred one day after Israeli au-
thorities granted him permission
to make the trip, Mr. Sha'ath
prayed at the Al-Aksa Mosque on
the Temple Mount and toured
the Old City.
Mr. Sha'ath was the highest
ranking Palestinian official to vis-
it Jerusalem since the May 4
signing of the Cairo Agreement
for implementing Palestinian
self-rule in the Gaza Strip and
West Bank enclave of Jericho.
Israeli security officials posted
an additional 50 police around
the Temple Mount for Mr.
Sha'ath's visit, which proceeded
without incident.
Palestinians want eastern
Jerusalem as the capital of an
eventual Palestinian state; Israel
claims the city as its eternal and
undivided capital. Under the
terms of the Declaration of Prin-
ciples signed by Israel and the
PLO last September, the status
of Jerusalem is scheduled to be
worked out.
