has its own complex set of guide-

Moreover, the national debate
on health care — raising the is-
sue of caps on medical expenses,
and consequent rationing — nat-
urally has rung alarm bells
among Jews who believe that a
life that is hanging perilously on
a thread is nevertheless a life
that has sanctity and must be
preserved.
The implications of all these
events and trends apparently
have begun to register, and that
has generated the new surge of

Mr. Zwiebel's view. Requests
have been pouring into his office
from across the U.S. for copies of
the form, which has been adapt-
ed to the laws of the various
states.
An article on the entire sub-
ject of "Why Jews are signing liv-
ing wills," which appeared in the
May issue of B'nai B'rith Inter-
national Jewish Monthly, gave
further impetus to the wave.
Many of the requests that Agu-
dath Israel has received, notes
Mr. Zwiebel, have come from
Jews of non-Orthodox back-
ground, who, he speculates, may
feel that whatever their approach
on religious matters in general,
in questions of life and death they
wish to follow Jewish tradition.
"The Jewish public is defi-
nitely aroused about the issue,"
says the Agudath Israel attor-
ney, "but I am not sure whether
it is aroused enough. There is a
bill now being considered in New
York state, for instance, that for-
mally assigns surrogates to make
decisions for an incapacitated pa-
tient when he has not done so
himself. Such legislation under-
lines the fact that if we do not
make clear whom we want to
make decisions for us, decisions
will be made for us in any case.

for whatever reason, not yet com-
pleted an Halachic Living Will
would be well advised to consid-
er doing so now." O
