The Palestinian Security Service
is working in Jerusalem - this is
what arises from the testimony
of Palestinians residing in east-
ern part of the city, who were
called to Jericho in order to tes-
tify as a result of various inci-
dents which took place in the city
and its environs.
Palestinian sources claim that
the Service offers those suspect-
ed of collaboration to work for
them, in return for protection.
Jibril Ragov, the head of the Se-
curity Service, denied these
things.
Three weeks ago Muhamed
Nasser, 18 year old, was kid-
napped from his house in Ussiya.
Two people came to his home and
offered Mr. Nasser, a plasterer
by profession, to join them in
checking a house which needed
repairs. Mr. Nasser thought that
the car in which they came to him
was his employer's, and agreed
to drive with them.
The next day he was found, se-
verely injured and naked, inside
a garbage container near the vil-
lage.
Mr. Nasser's father, Issa, said
in the hospital that his son lay
unconscious for two weeks. Four
days ago he regained conscious-
ness, but he is unable to make a
connection with his surround-
ings. The kidnappers tortured
him harshly - he suffers from a
concussion, fractures and burns
all over his body caused by drops
of melting plastic.
The extent of the brain dam-
age remains unclear.
Two and a half weeks ago the
father filed a complaint with the
Jerusalem District Police. A few
days afterwards he was invited
to come to the base of the Pales-
tinian Police in Jericho. When he
arrived at the place, they direct-
ed him to "The Building for Na-
tional Security" — the place in
which the Palestinian Security
Services sit. According to him, he
complained about the kidnapping
of his son before a man dressed
in civilian clothes, who interro-
gated him about the incident. At
the end of the conversation he
was asked to leave the matter in
the hands of the Palestinian au-
thorities. He emphasized that he
was not explicitly instructed not
to go to the Israeli authorities.
"I do not know if the Palestin-
ian Police will succeed in finding
those who kidnapped my son be-
fore the Israeli Police does. I ba-
sically was invited there and filed
a complaint, and since then I
haven't heard from them," the fa-
ther said.
Palestinian sources claim that
Mr. Nasser was kidnapped on

suspicion of having been a col-
laborator. His father denies this,
yet said that he can't think of any
explanation for what happened.
Jibril Ragov, head of the Pales-
tinian Security Service, denies all
connections to the matter. Ac-
cording to him, the Palestinian
Security Service operates in the
Autonomous area exclusively.
Mr. Ragov said that the Service
plans to expand its activity also
to the territory still under Israeli
control, but emphasized that at
this time there are contacts tak-
ing place with the Israelis in or-
der to reach a clear agreement
with regards to the areas of ac-
tivity.
Despite this, there is other tes-
timony regarding the activity of
the Palestinian Security Service
in Jerusalem.

Service got involved happened in
Anata. One of the residents of the
village met a girl from the village
next door, Adam. When the fam-
ily found out about it, they an-
nounced that the honor of the
family had been defiled and that

they would kill the boy. Repre-
sentatives of the two families
were invite to the offices of the
Palestinian Security Service in
Jericho, were interrogated, and
agreed to have a "sulcha".
According to Palestinian
sources, the Security Service is
careful to carry out its investiga-
tions in Jericho.
According to the sources, the
Service plans to set up an office
in Anata — in the refugee camp
which is considered extra-terri-
torial and under the control of
UNVVRA.
The mood among the Pales-
tinians indicates great confidence
in the Palestinian Security Ser-
vices. Two months ago a resident
of Batuniya was brutally mur-
dered by her family, on suspicion
of defiling the family's honor. The
four murderers fled to Jericho,
The Palestinian Police found
them. within a few hours and ex-
tradited them to the Judea Dis-
trict Police.
The incident was most favor-
ably received by east Jerusalem
newspapers.
