the Syrian-Israeli conflict, he
said, is more difficult than in the
Israeli-Jordanian situation.
"With Syria, we're starting...
[with] much greater mutual iso-
lation and suspicion," he said.
"But the process is beginning, as
our trip demonstrated. In many
ways it's even more urgent be-
cause of the greater demoniza-
tion and stereotyping."
Nishma's excursion into pub-
lic diplomacy was launched in
1992, when the new Rabin gov-
ernment made it clear it wel-
comed the growing web of
contacts between American Jew-
ish groups and government of-
ficials and ordinary citizens in
Arab countries.
"Every step we've taken has
been coordinated as closely as
possible with the Israeli Em-
bassy and foreign ministry," said
Mr. Smerling.
Mr. Smerling, 44, has been
Nishma's director since 1988. He

Minneapolis mayor Donald Fras-
er and with a think-tank associ-
ated with the Democratic Party.
This week's events in Washing-
ton, he said, confirm the impor-
tance of Nishma-style public
diplomacy.
"In Hebrew", he said, "'Nish-
ma' means 'to listen,' " he said.
`The Arabic word for 'to listen'
is almost identical. What this is
all about is putting aside slogans
and starting to really listen. It's
very exciting to be part of that
process."

Israeli Troops
To Haiti?

Israeli troops might be
part of any multi-na-
tional force sent to Haiti
as part of the American-led ef-
fort to remove that country's mil-
itary regime and bring back
deposed president Jean-Bretrand
Aristide.
That's one of the options being
considered by the administration
as it gropes for a way to resolve
the seemingly endless crisis in
Haiti.
Officials of the Israeli Embassy
here have been in touch with
State Department and Pentagon
officials about Israeli troops pos-
sibly joining Dutch and French
forces in a peacekeeping effort
that would follow the removal of
the current leaders. Officials here
emphasize that discussions are
still in a very early stage. And
that, in any event, the adminis-
tration has not yet decided
whether it will invoke the much-
discussed military option for
Haiti. 11
