he Declaration of Principles
signed by Israel and the
PLO last fall postpones dis-
cussing Jerusalem's future
until the negotiations on the fi-
nal status of the occupied terri-
tories. These are two years in the
future.
Nevertheless, the prickly prob-
lem of Jerusalem won't go away.
On the contrary, it remains high
on the agenda of both sides.
The following perspectives on
the city by three individuals in-
volved in its affairs illustrate how
wide the gaps remain.

"Jerusalem is, first and fore-
most, the city of its residents. But
it is also the capital of the State
of Israel ... and has prime impor-
tance to the three monotheistic
religions. My vision of Jerusalem
is as a city under exclusive Israeli
rule that preserves the rights of
all who regard it as holy.
"If Palestinians ... insist on
having their own state, that will
aggravate the tensions in the city
— and in the area as a whole. But
meanwhile, Mayor Ehud Olmert
has pledged to reverse the previ-
ous municipal administration
policy to allocate less than 5 per-
cent of its resources to
Jerusalem's Palestinians [though
they comprise over 25 percent of
the population] and provide them
with the funds they deserve ac-
cording to their numerical
weight.
"This decision proceeds from
the assumption that Palestini-
ans will give what is required of
them — a readiness to view
Jerusalem as the capital of the
State of Israel. The more their
recognition of our proprietorship
and responsibility declines, the
more ... their rights will be con-

"Last November, Faisal Hus-
seini introduced a plan to estab-
lish ... the Jerusalem National
Council-Palestine. Its members
have discussed such issues as Is-
raeli settlements and housing,
the relationship between

West Bank, possible changes on
the ground in the next two years,
and other matters related to
Palestinian life in the city.
"The council seeks to unite all
Palestinian institutions in
Jerusalem under one umbrella
in order to share ideas and coor-
dinate activities. The municipal-
ities and Chambers of Commerce
in Nablus and Hebron have
served as hosts for the local Pales-
tinian institutions. In Jerusalem,
because of the occupation and the
Israelization' of the city, no such
forum has ever emerged, and it

accords] give Palestinians in
Jerusalem the right to stand and
vote for the Palestinian Nation-
al Authority [the Palestinian ad-
ministration in the territories
during the five-year interim pe-
riod]. So we must ensure that
Arab Jerusalem is not cut off
