sented by the consulate.
But in the Goldstein case, the
Ministry of the Interior refused
to recognize or register the mar-
riage as legal. The ministry had
argued that foreign consulates
could not officiate at marriages
where one of the spouses is
Israeli.
But the court ruled that the
ministry had overstepped the
bounds of its authority by using
its own discretion and failing to
register the marriage.
Rabbi Regev said the decision
would help countless new immi-
grants from Russia, many of
whom are not Jewish, who want
to marry in Israel but are ineli-
gible under the rules of the
Orthodox rabbinate.
Many have tried to marry
through the Russian Consulate
in Tel Aviv, but the Interior Min-
istry has refused to recognize
their marriages, said Rabbi
Regev.

conversions performed in Israel.
Eva Goldstein was converted
to Judaism in 1991 by a rabbini-
cal court of the Reform move-
ment, but the Interior Ministry
refused to recognize her as an im-
migrant or to record her as a Jew
in the population registry.
The High Court has in recent
years decided that non-Orthodox
conversions performed outside of
Israel must be recognized in
Israel under the Law of Return,
but has not recognized the legit-
imacy of these same conversions
when they are performed in
Israel.
Rabbi Regev, who represent-
ed Ms. Goldstein in this case as
well, has said there should be no
distinctions made based on where
the conversions are performed.
The state has argued that the
law dating back to the British
Mandate calls for religious con-
versions to be announced offi-
cially by the heads of religious
communities — and that in Is-
rael, the Jewish leaders are the
Orthodox chief rabbis.
The High Court earlier this
month heard the final arguments
in the case, but no date has yet
been set for a ruling.

Moved by the overwhelming need for food, shelter and immediate medical assis-
tance for hundreds of thousands of Rwandan people, the American Jewish Joint
Distribution Committee and the Jewish Coalition for Rwanda Relief, composed
of major American Jewish organizations, are opening the JDC-Rwanda Mailbox.

The assistance program includes: the provision of water purification units, medi-
cal and relief aid, doctors, shelter, community/education centers.

As in past relief efforts, 100% of the funds collected will be committed to service
programs; JDC will absorb all administrative costs.
