Take Turns As Hosts

Jerusalem (JTA) — Foreign Min-
ister Shimon Peres and his Jor-
danian counterpart, Abdul Salam
al-Majali, have decided to meet
on a monthly basis and will take
turns hosting each other in their
respective countries.
The two officials agreed to es-
tablish regular contact at the con-
c..lusion of their meeting.
Described repeatedly by both
political leaders as "historic," the
meeting, on the Jordanian shore
of the Dead Sea, marked the first
time an Israeli official publicly
set foot on Jordanian soil.
"It took us 15 minutes to fly
over," said Mr. Peres, when he ar-
rived by helicopter for the meet-

Heads New Court

Johannesburg (JTA) — Arthur
Chaskalson, 62, a Jewish lawyer
and a prominent expert on hu-
man rights, has been appointed
the first president of South
Africa's new Constitutional
Court.
"The first stage of the transi-
tion to democracy has been
achieved successfully," Mr.
Chaskalson told a national exec-
utive meeting of the South
African Jewish Board of
Deputies.
"The underlying theme of the
(interim) constitution is reconcil-
iation and reconstruction," said
Mr. Chaskalson, who was ac-
tively involved in drafting that
legal code.
The court's task is to adjudi-
cate constitutional issues, in-
cluding the Bill of Rights, and to
approve South Africa's new con-
stitution, which must be drafted
within two years to conform to

"It took us 46 years to arrive at
this time and place of peace and
promise," Mr. Peres added.
The three-way meeting of for-
eign ministers, which came two
days after Israeli and Jordanian
officials began negotiating such
issues as borders and water
rights, focused on regional eco-
nomic cooperation.
The two leaders expressed the
belief, after the two countries had
been in a technical state of war
since 1948, that their two coun-
tries were about to embark on an
era of peaceful relations.

years was used to reinforce

Chaskalson said.
Mr. Chaskalson has long been
a high-profile human rights ac-
tivist. He was an adviser on con-
stitutional matters to the African
National Congress, now the ma-
jority party in Parliament.
He served as a consultant on
constitutional issues to the
Namibian Constituent Assembly
prior to the independence of that
neighboring country and to the
ANC from April 1990.
In that year, Mr. Chaskalson
received the Human Rights
Award from the Foundatioh for
Freedom and Human Rights in
Bern, Switzerland.
