neon SPORT Vandals Desecrate French Memorial Paris (JTA) — For the second time this year, vandals have des- ecrated plaques commemorating the seven Jews who were exe- cuted on the orders of convicted war criminal Paul Touvier. Vandals set a fire sometime last week that charred the memo- rial on the wall of the Rillieux-la- Pape cemetery — located near Lyons, in southeastern France — where the seven hostages were executed on June 29, 1944. The vandals painted the memorial plaques with swastikas, Stars of David and anti-Semitic inscriptions such as "We won't be the Palestinians of Europe" and "Jews Beware." In April, Mr. Touvier, 79, was found guilty of crimes against hu- manity for ordering the execu- tions of the hostages in reprisal for the murder by the French Re- sistance of the Vichy propagan- da minister, Philippe Henriot. Mr. Touvier was at the time the local head of the intelligence service of the militia, the 30,000- member collaborationist civilian armed force created by the Vichy regime. Mr. Touvier is the only French- man to be convicted of crimes against humanity. He was given the maximum sentence of life im- prisonment. Less than a month after Mr. Touvier was found guilty, the commemorative plaque at the Rillieux-la-Pape cemetery was smashed and thrown into a near- by field. On June 28, French Interior Minister Charles Pasqua un- veiled three new plaques in mem- ory of the seven victims. He lashed out at the time against the "bad smell of racism and anti-Semitism and the alle- gations of those who do not want to recognize the shameful parts of our past. "In the name of the govern- ment of today, we reaffirm that what happened under the occu- pation and the authority of the so-called 'State of France' (the col- laborationist Vichy regime) is for- ever held in contempt in our memories," Mr. Pasqua said. No suspects have been charged in either of the two acts of dese- cration, and no groups have claimed responsibility. The local leaders of the Jewish community and the Internation- al League Against Racism and Anti-Semitism have strongly con- demned the desecrations. Costa Rica Won't Act Against War Criminal San Jose, Costa Rica (JTA) — Costa Rican Foreign Minister Fernando Naranjo has said his government does not intend to take unilateral action to expel ac- cused Nazi war criminal Bohdan Koziy. A Ukrainian police official un- der the Nazis, Mr. Koziy immi- grated to the United States following World War II and was later prosecuted by the U.S. Jus- tice Department for killing Jews in the Ukrainian town of Stanis- law. He was stripped of his U.S. cit- izenship in 1982 and surfaced in Costa Rica in 1984 as the Justice Department was seeking to de- port him to the Soviet Union. In 1983, the German Justice Ministry, reviewing Nazi docu- ments, informed the U.S. Justice Department that Koziy had "without a doubt" murdered a 4- year-old girl as she begged for her life, as well as other members of her family, whose name was Fis- cher. Germany did not prose- cute Mr. Koziy because its statute on limitations for war crimes had elapsed. The Soviet government re- quested Mr. Koziy's extradition in 1986, but Costa Rica refused. A year later, he was ordered ex- tradited to the Soviet Union by a Costa Rican court, but the gov- ernment overruled the court. In a news conference last week, the foreign minister said that while Costa Rica would not take unilateral action against Mr.Koziy, the government would consider an extradition request. Although he did not specify which country might seek his ex- tradition, it would likely be Ukraine. Mr. Koziy lives in a modest- size house in the San Jose sub- urb of Alajuela, near the local Jewish community center. In re- cent months, the Costa Rican Jewish community has publicized his presence and sought his ex- pulsion. Mr. Koziy has been defended by the local Catholic archbishop, Roman Arrieta Villalobos, who said he had been given informa- tion "by impartial people" that Mr. Koziy was innocent of the charges against him.
