hostile neighbors," Rep. Can said.
"The United States has to be a
friend of Israel and support its ef-
forts to negotiate peace with its
neighbors. We should not impose
any solutions."
Mr. Ferguson maintains that
the United States should always
be active in getting parties to ne-
gotiate. Mr. Brodhead said the
United States should not decide
what an agreement between Is-
rael and the Arab nations will
look like.
"The U.S. should continue to
facilitate the process and urge
everyone to encourage peace,"
Mr. Abraham said. "Ultimately,
the affected parties have to reach
their own agreements. Clearly,
there are vital U.S. interests in-
volved in Israel and the Middle
East. Stability in the region
should be a major goal."
Libertarian Jon Coon also is
running, but his name and other
Libertarian candidates will not
appear on the Aug. 2 ballot. Their
names will appear in November.

New York Mandates
Teaching Human Rights
New York (JTA) — New York is
poised to become the fifth state
in the country to mandate the
teaching of major human rights
violations, including the Holo-
caust and slavery.
The New York State Legisla-
ture last month passed the legis-
lation. If Gov. Mario Cuomo signs
the bill, as expected, New York
will follow the lead of New Jer-
sey, Illinois, California and Flori-
da in mandating human rights
education.
Besides Holocaust studies, the
new law will ensure that the
more than 700 school districts in
New York include curricula on
the slave trade.
Since 1987 the state's Educa-
tion Department has recom-
mended, but not mandated, a
syllabus for elementary schools
that discusses anti-Semitism in
the Middle Ages and in Christ-
ian Europe, according to Norman
Abramowitz, the department's
lead specialist in social studies.
The material on genocide cov-
ers the Holocaust, the Ukrainian
famine under Stalin and mas-
sacres of the Armenians by the
Turks at the end of World War I.
