New York Mandates
Teaching Human Rights

New York (JTA) — New York is
poised to become the fifth state
in the country to mandate the
teaching of major human rights
violations, including the Holo-
caust and slavery.
The New York State Legisla-
ture last month passed the legis-
lation. If Gov. Mario Cuomo signs
the bill, as expected, New York
will follow the lead of New Jer-
sey, Illinois, California and Flori-
da in mandating human rights
education.
Besides Holocaust studies, the
new law will ensure that the
more than 700 school districts in

New York include curricula on
the slave trade.
Since 1987 the state's Educa-
tion Department has recom-
mended, but not mandated, a
syllabus for elementary schools
that discusses anti-Semitism in
the Middle Ages and in Christ-
ian Europe, according to Norman
Abramowitz, the department's
lead specialist in social studies.
The material on genocide cov-
ers the Holocaust, the Ukrainian
famine under Stalin and mas-
sacres of the Armenians by the
Turks at the end of World War I.
