International, died of a heart at- (-/
tack at his home in Washington.
He was 81.
Mr. Baer retired as director of
the B'nai B'rith Youth Organi-
zation in 1977, having been in the
post since 1948.
He joined the group as a mem-
ber in 1929 in Indiana and re-
mained associated with the
organization for 65 years, 43 of
which he served in staff and lead-
ership posts.
A native of Frankfurt, Ger-
many, mr. Baer was raised in In-
diana.
He went to Notre Dame Uni-
versity and the University of Ari-
zona, majoring in economics;
earned a law degree from
Creighton University in Omaha,
Nebraska; a master's degree in
education at Columbia Universi-
ty in New York; and a doctorate
in education from George Wash-
ington University in the capitol.
In 1934, he joined the B'nai
B'rith staff as assistant executive
secretary of its boys division. In
1938 he moved to Washington to
open the organization's Voca-
tional Service Bureau and was
its national director for six years
while simultaneously serving as
the BBYO international director.
Mr. Baer was particularly ac-
tive in resettling Jewish refugees
from Austria and Czechoslova-
kia in this country in the late
