The foundation also holds $3.5 million desig- nated for the Fresh Air Society, with interest from many of the funds designated for scholar- ships for campers whose fami- lies cannot afford the full cost. Communal agencies with the fewest funds include Hebrew Free Loan Association (HFLA) and the Jewish Community Council. The Council has begun a drive to raise $360,000 in or- der to annually send 10 non- Jewish community and government leaders to Israel. The HFLA started a Cen- tennial Fund, seeking $1 mil- lion by its 100th anniversary in 1995. The money would endow loans from its crisis fund, its ve- hicle fund and several other cat- egories. In the words of one official, "Hebrew Free Loan went from nothing to $400,000 in endow- ments in just a short time." The agency has an old rule that limits loans for automobile purchases to $2,000. "You can't purchase much of a car for $2,000 anymore," the official said. "They could just change the rule, but you need more money to make it work." Jewish Family Service achieved a major goal this year when it reached $2 million in endowments for its Windows program to prevent family violence. Reaching the goal earned Windows an additional $666,000 from the VanDusen Endowment Challenge fund. The successes are heart- warming says the Council of Jewish Federation's Gilbert Jacobson. "But when you com- pare our success to colleges and hospitals, which have been do- ing this much longer, our work is cut out for us. "We have not received near- ly enough to meet the needs of the Jewish community.
